The Rizal Monument is located inside the Emilio Abilla Teves Park in Bais City
Bais City Jose Rizal Monument was built in 1928 by a Filipino sculptor and woodcarver Mr. Eulogio Garcia Velarde of Manila.The Resolution to build the monument was sponsored by Municipal Consejal Later on Governor and Congressman of Negros Oriental Guillermo Zozimo Teves Villanueva in a resolution No. 96 on November 15, 1921 by The Town Council .But the idea of having a Monument was by Consejal Sr. Juan Villacampa with the help of his cousin Carmen Villacampa Rubio Saavedra..
The Emilio Abilla Teves Park of Bais and Rizal Monument was made possible by the generosity of some of the donation from the families of Bais lead by late Congressman Enrique Teves Villanueva,Guillermo Zozimo Teves Villanueva family , Gasper Vicente Hermanos ,Villacampa -Rubio Hermanas, Baena la Familia ,UCCP Church,PIC Aglipay Church, Freemasons and Central Azucarera de Bais.
In 1929 was the year when the biggest inauguration was held with local, Provincial and National Officials lead by Manuel Luis Molina QUEZON. This park has two bust of other important heroes in Philippine History Andres Bonifacio and Apolinario Mabini. During the Mayor ship of Mayor Francisco G. Villanueva the park was having a facelift to make it as a tourist attraction among local and visitors with additional Amphitheater with Basketball Court, Veterans Mini Park to honor our World War II Veterans from Bais City, World-Class Tennis Court.The present City Police Station durng the Mayorship of Hon. Hector C. Villanueva .Bais City Tourism Office building during the Administration of Mayor Mercy Teves Goni .

The Department of Tourism under the leadership of Hon Eduardo Pilapil and Philippine Tourism Authority ( PTA) under the leadership of Hon. Eduardo T. Joaquin in 1995 granted the city government of Bais for the reconstructed of the public plaza and the dedication was last Sept 8,1995.
A Mural Contest in the Park during the celebration in 1961 the centennial anniversary of the birthday of our foremost national hero, for which purpose 1961 has been declared under Proclamation No. 715 dated October 27, 1960, as Jose Rizal Year with the slogan “Visit the Philippines—See the Orient”
Bais Jose Rizal Monument during the Jose Rizal Martyrdom. Centennial in 1996,this Pure Bronze Monument won as the country most beautiful Rizal Statue in the Philippines ,a contest sponsored by the Order of the Knights of Rizal .

Bais City credits much of its progress to the Central Azucarera de Bais, the largest producer of raw sugar in the province of Negros Oriental. Established by the Tabacalera of Spain in the early 1918 first in Asia, it is also one of the pioneers in the sugar industry in the Philippines. This industry reached its peak in the 1930’s bringing affluence to the Oriental Negrenses and enabling them to build stately homes and to acquire properties all over the province and Central Visayas.
