HON. VICENTE LOCSIN
Locsin, Vicente—Born in Janiuay, province of Iloilo, educated at the schools of Mr. Manuel Locsin y Saguinsing in Molo, Iloilo, and at San Juan de Letrán. In 1894, he studied medicine and surgery at the University of [Santo Tomas], graduating in March 1903. In December of that year, he was appointed President of the Municipal Board of Health of Silay and Talisay, Negros Occidental; and in March of the following year, he transferred to Negros Oriental, holding the same position in Dumaguete of that province.
In [August 1904], he was appointed
President of the Board of Health of Luzuriaga [Valencia] of this province. In
May and June, he served as acting [District Health Officer] of Negros Oriental
and as a Member of the Provincial Board of the same province, elected on July
30, 1907, following his resignation [from the position as President of the
Board of Health of Dumaguete]. He was delegate to the Health Service of the 2nd
District of Negros Oriental.
